Chief Executive Officer

“I am married to Lyn, with two adult children and two grandchildren. I love the outdoors and I am a passionate West Coast Eagles supporter (isn’t everyone?). I was given the opportunity to join the City of Bunbury as the Director Planning and Development Services in December 2016 and I am very excited and privileged to have been appointed as the City’s Chief Executive Officer for a five-year term beginning in December 2017.  

I look forward to working with the Council, the community and the team at the City in delivering great outcomes for Bunbury. The Staff at the City will continue to grow our service excellence and ensure we are facilitators who assist in delivering the opportunities to make Bunbury prosper and grow, both as a community and in economic terms.”  

A bit more about Mal… 

Mal is an experienced senior executive who has worked in the local government sector for 33 years. He commenced his local government career as an Environmental Health Officer/Building Surveyor with the Shire of Northampton. The majority of his service has been with regional local governments including Port Hedland, Esperance, Coolgardie,  Kalgoorlie-Boulder, Katanning, Christmas Island and Bunbury. Mal has held senior roles such as Manager Development Services, Director Community & Development Services and the Chief Executive’s positions at the Shire of Coolgardie, the Shire of Esperance and the Town of Port Hedland and holds qualifications in Environmental Health, Regional and Urban Planning, Local Government Management and has a Master of Business Administration through Deakin University. Mal is a Member of the Local Government Professionals Australia and the Australian Institute of Company Directors. 

Mal’s other commercial and industry experiences come from his earlier career where he worked in the meat industry, worked for the State Government and ran his own small start-up business. These experiences have given him a good understanding of the needs of business and have shaped his philosophy of “finding solutions” in all dealings. Some of the significant projects he has been involved in include; 

  • The long term lease of the Port Hedland International Airport

  • Planning the Port Hedland Marina and Waterfront Development

  • Preparing a new Local Planning Scheme and reviewing the Pilbara’s Port City Growth Plan at Port Hedland

  • Completing and marketing Port Hedland’s Kingsford Smith Industrial Park

  • Planning the Esperance Waterfront Project

  • The creation of the Esperance Growth Plan through the SuperTown’s program

  • Integrated planning and asset management programmes at Esperance and Port Hedland  

Mal strongly believes in building strong relationships with stakeholders and the community and working with all parts of the local government organisation to ensure the best outcomes are achieved.
